How might the campaign’s endgame be disrupted? Here are five scenarios, drawn from the history of election polling
The storyline of the presidential campaign seems to be solidifying, as polls show Joe Biden maintaining a sizable lead over President Donald J. Trump.But the lead may not be insurmountable, and the election is not over.The history of polling in modern elections suggests that the endgame could yet be altered by a number of disruptive scenarios.None of the following narrative-altering scenarios can be considered a certainty. But only one is rather far-fetched. All are informed by the content of my latest book, “Lost in a Gallup: Polling Failure in U.S. Presidential Elections.”Here are descriptions of five prospective scenarios, in order of possibility. In a bow to even-handedness, a reality check is appended to each of them. 1\. A powerful late October surprise disrupts the campaign trajectoryJarring, out-of-the-blue developments have happened often enough in presidential election campaigns as to be almost expected. Remember James Comey’s announcement 11 days before the 2016 election that the FBI had reopened its investigation into Hillary Clinton’s emails? It may have shifted enough votes in battleground states to elect Trump. To alter the trajectory in 2020, the October surprise probably would have to be akin to a very public meltdown by Joe Biden – a “lying, dog-faced pony soldier” moment on steroids – that would clearly signal he’s not up to the job. While Biden’s gaffes, exaggerations and garbled comments have been on frequent display during the 2020 campaign, they haven’t been concentrated or dramatic enough to puncture his advantage in preelection polls.Why it won’t happen: Presidential elections may be growing immune to late October surprises, given the popularity of early voting and the advent of extensive mail-in balloting. As such, millions of Americans will have cast ballots for president well before Election Day – tempering the impact of any late October surprise. 2\. Significant polling errors occur in key states, enough for Trump to win an electoral vote majorityIn states such as Wisconsin and Michigan, which were crucial to the outcome in 2016, preelection polls pointed to a clear lead for Hillary Clinton – an advantage that evaporated when votes were counted. Clinton’s polling advantage in Wisconsin, for example, was 6.5 percentage points at campaign’s end; Trump carried the state by less than a point. Such errors are not entirely out of the question in 2020.Why it won’t happen: This scenario essentially is a 2016 replay. If the history of election polling tells us anything, it is not to expect elections, or polling failures, to replicate themselves. Not only that, but considerably more scrutiny is being devoted to polling in battleground states in 2020 than four years ago. Such attention may render this scenario unlikely. 3\. The 1996 scenario materializesThis is a nuanced scenario that recalls Bill Clinton’s 1996 reelection, when he defeated Republican Bob Dole by 8.5 percentage points – a comfortable margin but not the blowout many polls and pollsters had anticipated. At the end of October 1996, veteran California pollster Mervin Field declared Clinton was “heading for as big a win” as Ronald Reagan’s 18-point landslide in 1984, when he carried 49 states.The polls in 1996 didn’t miss on the winner, but some were well off the final margin. For example, the end-of-campaign CBS News survey estimated Clinton’s lead at 18 points, nearly a 10-point miss.Why it won’t happen: Polling failure in presidential elections is rarely duplicated. A rerun of the 1996 scenario depends on Biden holding a double-digit polling lead in the campaign’s final stages – a time when presidential races tend to tighten. Biden’s aggregate lead in national polls, as compiled by the RealClearPolitics website, stood at 8.6 percentage points two weeks before Election Day. 4\. ‘Shy Trump’ voters emerge en masse, decisively so in battleground statesThis theory maintains that because they want to avoid disapproval, some Trump supporters conceal their preferences from pollsters and others. They are reluctant to acknowledge support for such a divisive character. Because they are guarded about their intentions, these undercover supporters skew polling data because they supposedly are so hard to find, or fail to answer candidly when they are interviewed. By turning out in great numbers, the theory goes, “Shy Trump” voters could tip the electoral vote to the president.Why it won’t happen: Such voters probably do not exist in numbers large enough to alter a national election. Assessments by pollsters and polling organizations have suggested as much. Besides, Trump’s outdoor rallies indicate that his supporters aren’t exactly reserved about expressing political preferences. 5\. An epic polling collapse, akin to that of 1948, takes placeThe famous “Dewey defeats Truman” election signaled a stunning and never-since-duplicated breakdown of national election polling. George Gallup and other pollsters confidently predicted President Harry Truman’s loss to Republican Thomas E. Dewey – and their polling set expectations for the country’s press and pundits. Truman won by 4.5 percentage points in the greatest polling embarrassment in U.S. presidential history. Why it won’t happen: Polling since 1948 has become more sophisticated in techniques and more numerous in practitioners. It is almost inconceivable that contemporary election pollsters will be profoundly and uniformly wrong in 2020. While 1948 does offer an intriguing prospective precedent, this is a most improbable scenario.[Get our most insightful politics and election stories. Trump administration alters and downplays human rights abuses in reports
A report found that the state department assessments were not consistent with the seriousness of situations in other countriesThe Trump administration has omitted or altered vital information about human rights – including torture, reproductive rights and persecution based on sexuality – from its annual assessments of human rights, a new report reveals.The state department’s annual reports have long been relied upon by governments, judges and lawyers – as well as the United Nations – as a “gold standard” of objective information about the human rights situation in countries around the world. The US began compiling these reports in 1976.The Asylum Research Centre conducted a line-by-line analysis and comparison between US state department human rights reports in the last year of the Obama administration and the first three years of the Trump administration.The ARC focused on five countries with serious human rights abuses – Eritrea, Iran, Iraq, Pakistan and Sudan – to conduct its analysis.It found that sections of the US reports were not consistent with the situation on the ground as documented by other reliable sources of information and had the effect of downplaying the seriousness of the human rights situations in these countries.The principal changes related to women’s rights, civil and political rights, and issues relating to LGBTQ+ people.Reports during the Trump era have also generally been shorter with certain sections removed or renamed.All reports during the Trump administration removed the “Reproductive Rights” section and replaced it with “Coercion in Population Control”, omitting information related to accessing reproductive rights, contraception and pre- and post-natal healthcare.Violence and discrimination against LGBTQ+ people, organisations and activistswas omitted altogether from reports on Iraq, despite well-documented examples of homophobic violence in the country.The Iran reports failed to document the use of prolonged solitary confinement and sexual humiliation as reported methods of torture. They also ignored discrimination and abuse of LGBTQ+ people, even though human rights organisations have documented systematic discrimination and violence against sexual minorities in the country.The Iraq reports no longer mentioned the use of torture in prisons operated in the Kurdistan region of the country.The Pakistan reports failed to mention the end of the moratorium on capital punishment, the execution of individuals who were under the age 18 when they allegedly committed the crime, and women’s inability to access legal representation.The 2019 Eritrea report no longer mentioned widespread sexual violence against women in military training camps that amounted to torture and the forced domestic service of women and girls in training camps that amounted to sexual slavery.The 2019 Sudan report appeared to suggest that human rights abuses – such as arbitrary killings by the security forces, forced disappearances, the detention of peaceful protesters, the failure to properly investigate alleged mistreatment, and traditional legal practices discriminating against women – only took place during the regime of Omar al-Bashir. Other sources have documented their continued occurrence since the veteran dictator was deposed by the army last year. Liz Williams, co-director of ARC said: “Our research shows that the state department under the Trump administration has excluded human rights issues from its reports which continue to be well documented elsewhere. We are concerned that these omissions have the effect of denying the existence of rights or abuses and may result in certain types of asylum claims being dismissed if the US Department of State reports are relied upon in isolation.”Some individual changes or omissions to these reports during the Trump administration have previously been highlighted but this is the first time a comprehensive analysis has been carried out.ARC expressed concern that the failure to comprehensively document human rights abuses could lead to an inability to hold perpetrators of these abuses to account.The fundamental changes have implications for decisions of governments around the world on foreign policy, aid, diplomatic engagement and refugee rights.In the UK, judges and the Home Office use these reports regularly to inform decisions about whether or not asylum seekers should be granted sanctuary or forcibly returned to their home countries. A Brexit trade deal is “within reach”, Michel Barnier said before offering to meet all of the UK’s conditions to reboot negotiations with Brussels. The chief negotiator said that both the UK and EU would have to compromise to get the agreement done in a conciliatory speech to the European Parliament in the Belgian capital. Mr Barnier said, “We want a deal that will be mutually beneficial to both parties in respect of the autonomy and sovereignty of both sides. A deal reflecting a balanced compromise." He added, “Despite the difficulties we've faced an agreement is within reach. If both sides are willing to work constructively, if both sides are willing to compromise.” The speech was intended to satisfy a British demand that Brussels makes clear it will compromise, as well as the UK, to get a deal before negotiations resume. UK Ministers welcomed Mr Barnier’s recognition of UK sovereignty, as the pound jumped to a one week high against the US dollar. Mr Barnier also repeated his promise that the EU would negotiate “day and night” on all subjects, and on the basis of common legal texts, which were the UK’s other conditions before returning to the negotiating table. The EU has an end of October deadline for the deal to be agreed. That will give time for the agreement to be ratified in the 10 weeks before the end of the year and the Brexit transition period and so avoid no deal. Mr Barnier said, “We will seek the necessary compromises on both sides. In order to do our utmost to reach an agreement, we will do so right up until the last day that it's possible to do so, our doors will always remain open right up until the very end.” Boris Johnson declared he was ready to “embrace” no deal on Friday, and that trade talks were over unless there was a “fundamental change” of approach from the EU. It was not immediately clear if the speech was enough for Britain to return to trade negotiations. Lord Frost, Britain's chief negotiator, is expected to speak to Mr Barnier again by phone today - the third day running they will have spoken - with one Whitehall source saying they were "cautiously optimistic" that negotiations could be back on. Ministers are currently studying the text of Michel Barnier's speech.The British optimism comes from Mr Barnier's public admission that there needs to be "compromise on both sides". India releases Chinese soldier who crossed border 'while looking for lost yak'
India has released a Chinese soldier its military had detained near the remote, mountainous border it shares with China, a sign that tensions are subsiding after deadly skirmishes over the summer threatened to tip into a bigger conflict. The soldier, identified by the Indian army as Corporal Wang Ya Long, was returned to China on Wednesday morning, according to Chinese state media. He had inadvertently crossed over the border to India on Sunday while helping local herdsmen search for lost yak, according to China’s foreign ministry. China has not provided further details on the incident or clarified how the soldier was separated from other troops. India and China have stationed tens of thousands of soldiers and sent hoards of equipment including tanks, artillery and fighter jets, hunkering down for difficult winter conditions along the high-altitude disputed border region. Tensions have simmered for decades over the frontier, peaking in June when Chinese and Indian soldiers engaged in hand-to-hand combat with clubs and stones. India reported 20 casualties; China is also believed to have lost soldiers, but has not disclosed details. Following the bloody brawls, China detained at least 10 Indian soldiers who were returned three days later after intense military and diplomatic negotiations. Then, in early September, Indian and Chinese officials accused each other of firing warning shots, breaking a longstanding agreement not to use firearms along the disputed border. Both Indian prime minister Narendra Modi and Chinese Communist Party leader Xi Jinping also used the border conflicts to stir up nationalist fervour, making it difficult for either side to back down. But in efforts to deescalate tensions, officials from both sides began meeting for talks that for now seem to have put a pin in further violence. Chinese state media on Wednesday said India’s return of the Chinese soldier was “a positive sign” ahead of an eighth round of talks scheduled for this week. Before returning the Chinese soldier, the Indian army said he had “been provided medical assistance including oxygen, food and warm clothes to protect him from the vagaries of extreme altitude and harsh climatic conditions.”
