How does the rest of the world feel about the US election? Like the US, polarized
Most people globally are keen to be rid of Trump. Yet a far-right minority likes Trump and has become more committed to him US presidential elections are not just national elections; they are global elections, too. Although the US presidency is not as all-powerful as many people think, it is certainly, both inside and outside of the US, the most powerful elected position in the world. Right now the world is looking at the US with great anxiety and expectation.As Donald Trump fights to win a second term, most of the world cannot wait to see him go. A recent Pew Research poll of 13 OECD countries found Trump was the least trusted world leader. Only 16% of respondents said they had confidence in Trump “to do the right thing in terms of world affairs”, ranging from 9% in Belgium to 25% in Japan, with even Xi Jinping (19%) and Vladimir Putin (23%) scoring higher. And Trump’s incompetent Covid-19 response has pushed the reputation of both him and the US even further down.In western Europe, in particular, huge majorities want Trump to lose next week. A recent YouGov poll in seven countries – Britain, Denmark, France, Germany, Italy, Spain and Sweden – shows that only some 15% hope Trump will win. While the vast majority want Joe Biden to win, however, roughly two-thirds of people across the seven countries said they don’t have high expectations of Biden. As in the US, much of the support for Biden in Europe seems to be more of a referendum against Trump. While only about 20% believe Biden would be a “good or great” president, more than two-thirds believe Trump has been a “poor or terrible” president.But views about Trump are polarized outside the US, also. While only a minority internationally might like him, they have become more committed and more open about their support. Four years ago, most far-right parties and politicians were “shy” Trump supporters at best – mostly criticizing Hillary Clinton and the Democratic Party, but being quite cautious and uncommitted about Trump. Many far-right leaders pointed out that he was a mainstream conservative and not a nationalist, like them. While they hoped he would win – and in the process rattle, if not break up, the domestic and international political order – they worried that he would still be, in essence, yet another Republican president.But it seems that far right leaders like what they have seen from Trump. As in 2016, the most outspoken European supporter of Trump is the Hungarian prime minister, Viktor Orbán, who has again been the first to openly and unequivocally endorse him. Still, even Orbán’s support for Trump is at least as much about opposition to Biden, as it was a deep hatred of Clinton before. As Orbán wrote in a Hungarian newspaper last month: “We root for Donald Trump’s victory, because we know well American Democratic governments’ diplomacy, built on moral imperialism. We have been forced to sample it before, we did not like it, we do not want seconds.”Various far-right politicians were quick to publicly express support when Trump was in the hospital with Covid-19, from Alternative for Germany to Finns Party. Brazilian president and Trump mini-me Jair Bolsonaro took it a step further, stating: “I wish for a rapid recovery for the president of the USA, Donald Trump, and the first lady, Melania,” he wrote. “With faith in God, they will soon recover and the work of managing the country and his re-election campaign will not be affected.” Similarly, the Estonian Conservative People’s Party (EKRE) proclaimed: “Estonians have to keep their fingers crossed for Donald Trump, Biden doesn’t bring us anything good.”Some far right leaders have been suspiciously timid in their public support for Trump in the past weeks. After organizing high-profile events with Trump earlier, notably “Howdy Modi” (in Houston) and “Namaste Trump” (in Ahmedabad), the Indian prime minister, Narendra Modi, has been less forthcoming in his support in the last weeks. Similarly, the Israeli prime minister, Benjamin Netanyahu, has been uncharacteristically cautious, including during his recent visit to the White House. Undoubtedly, recent polling will play a role here, as well as, perhaps, limited support for Trump among Indian Americans (22%) and Jewish Americans (30%), although both have increased slightly since 2016.In a way, international support largely reflects domestic support for Trump. Among those open but uncommitted to him in 2016, the vast majority have now, four years later, accepted and embraced him as one of their own. It may be another reminder that brazen far-right politics do not necessarily scare away mainstream rightwing voters – as we should have known already from the recent re-elections of Fidesz in Hungary, the BJP in India and Law and Justice in Poland. This is because a significant part of the support for far-right leaders is based upon opposition to the political mainstream.Still, whatever the outcome of the upcoming election, it is important to remember that the rise of the far right did not start with Trump’s victory and it will not stop with Trump’s defeat (should the polls be right this time). Europeans, Indians and Israelis have been voting in large numbers for far-right parties well before a Trump presidency was more than a skit on The Simpsons. Iran parliament speaker contracts virus as infections surge

Canadian officer who arrested Huawei's Meng Wanzhou said she might have put up fight, but boss said there were 'no safety concerns'
A Canadian police officer who said he decided not to arrest Meng Wanzhou until after she had got off a plane at Vancouver's airport because she might have "put up a fight" was presented with an email from one of his superior officers in court on Tuesday, saying there were "no officer safety concerns" about the impending operation.The Huawei executive's legal team resumed their grilling of Royal Canadian Mounted Police (RCMP) Constable Winston Yep, as they attempt to prove Meng was the victim of a covert operation designed to gather evidence against her at the command of US prosecutors.They claim her three-hour pre-arrest detention at Vancouver's airport on December 1, 2018, during which she was questioned by border officers who seized her electronic devices and passwords, violated her Canadian Charter rights and breached the terms of a warrant which said she should be arrested "immediately".Get the latest insights and analysis from our Global Impact newsletter on the big stories originating in China.A US extradition request for her to be sent to New York to face trial for fraud should be thrown out as a result, they say.Meng Wanzhou at Vancouver airport on December 1, 2018, before her arrest. Photo: Supreme Court of British ColumbiaThe extradition case is being heard before Associate Chief Justice Heather Holmes in the Supreme Court of British Columbia in Vancouver, where Yep on Monday became the first witness in the case.He told the court that the decision not to arrest Meng until after she got off her flight from Hong Kong was partly made on safety grounds, because he did not know whether Meng would resist on the plane or if she was travelling with bodyguards. He said he understood the order to arrest Meng "immediately" to mean "as soon as practical".As he continued his cross examination of Yep on Tuesday, Meng's lawyer Richard Peck presented the officer with a November 30, 2018 email from one of Yep's superiors, Staff Sergeant Peter Lee, that described the RCMP going on the plane to arrest Meng. That was a "suggestion" said Yep.Lee had also written to another officer, further up the chain of command, that there were "no officer safety concerns" about the impending arrest. But Yep said he did not agree with that assessment."I can't speak for what he meant by that. He's not the one doing the arrest," said Yep. He added: "I never indicated there [weren't] officer safety concerns ... I wouldn't know why he wrote that."Meng's lawyers claim the decision to let border officers question Meng before arresting her three hours later was deliberately intended to aid US prosecutors, by gathering evidence for their case without a lawyer present.Instead of Canada Border Services Agency (CBSA) officers initially intercepting Meng, "you could easily have arrested her as she stepped off the plane onto the jetway", thereby preserving Meng's charter rights, Peck told Yep.But Yep disagreed. The airport was the jurisdiction of the CBSA, he said, and public safety had to be taken into account.He added: "I said, 'You guys [CBSA] take the lead. You do what you have to do'."In Monday's cross examination, Peck repeatedly questioned whether safety considerations about arresting Meng truly existed, asking Yep if it was something that "just popped into your head" on the witness box.Yep, who earlier testified that he did not know who Meng was before receiving the warrant on November 30, said he did not know what she was capable of, and did not know who she might be travelling with.The arrest of Meng, 48, Huawei Technologies' chief financial officer and the daughter of company founder Ren Zhengfei, upended China's relations with Canada and the US.Beijing subsequently arrested Canadians Michael Spavor and Michael Kovrig, accusing them of spying, but in Canada their situation is widely seen as hostage-taking.Meng is accused of defrauding HSBC bank by lying about Huawei's business dealings in Iran, putting the bank at risk of violating US sanctions.She is under partial house arrest in Vancouver, living in one of her two homes in the city. China’s Real Invasion of Taiwan Has Already Started
HONG KONG—When Chinese Communist Party (CCP) leader Xi Jinping visited a military base in Southeast China this month, he told members of the party’s Marine Corps to “focus your minds and energy on preparing to go to war.” His speech came shortly after the Trump administration said it would move forward with a billion arms sale to Taiwan, which China has threatened to retaliate against if it goes through.Xi has long wanted to absorb Taiwan under the Communist Party’s rule—he’s openly stated his ambition to “reunify” the democratic island with mainland China while he is the party’s helmsman. And his strategy to dominate Taiwan includes more than gunboats, jets, and boots on the ground. For decades, party leadership in Beijing has leaned on what Xi calls his “magic weapon” to leverage trade relationships and shared ethnic roots to lay the groundwork for entrenched CCP influence in Taiwan, Hong Kong, and the Chinese diaspora abroad: wielding soft power through China’s United Front Work Department.Taiwan Preps for an Invasion From China as Tensions Heat UpCompared to the CCP’s military jingoism and propaganda-spreading “wolf warrior” diplomats, the United Front works behind the scenes, often targeting wealthy individuals with transnational holdings to do the CCP’s bidding through persuasion, economic incentives, and blackmail, or by funneling money toward grassroots organizations that shape opinions about the party among Taiwanese, Hong Kong, and expat Chinese communities.Far more than an advocacy mechanism, United Front receives at least .4 billion each year from the CCP—the actual figure is likely much higher, as some budget details are classified. These funds may even outstrip the budgets for China’s Ministry of Foreign Affairs and Ministry of Public Security, fueling the primary engine for the party’s gray-area influence efforts at home and abroad.But it is in Taiwan and among the broader Taiwanese community where the United Front’s influence is most evident. Fake News and Failed Election TheftThe United Front Work Department was first formed in 1942, during the Chinese Civil War, as an arm of the CCP that set out to instill Mao Zedong’s ideology in all social strata and establish party oversight over groups that weren’t part of the CCP’s hierarchy. Through the years, the United Front’s scope of work expanded based on the overall goals of party leadership, and came to include intelligence operations in Taiwan, Hong Kong, and overseas. And at home, United Front officials exert control even over some foreign enterprises; its officials routinely meet with heads of factories, including subsidiaries of overseas corporations.Since 2015, Xi has steered new and useful resources toward the United Front, adding new bureaus to give it the manpower and funds it needs to leave deeper imprints across the globe—and especially across the strait in Taiwan, where the United Front has been ramping up operations since the late 1980s to subvert Taiwanese democracy.Will China Invade Hong Kong? Or Taiwan Instead?China’s growth into the second largest economy over the past four decades meant Taiwan’s enterprises have had to rely on business ties with the mainland for their own economic survival. In June 2014, hundreds of Taiwanese business executives gathered in Shenzhen, a Chinese city that borders Hong Kong. Their guest of honor was the chief of the United Front’s Shenzhen section, who spoke to his audience about making Xi Jinping’s “Chinese dream” a reality in Taiwan as well as the prospect of reunification. When he finished, applause erupted in the hotel’s banquet hall, Reuters reported.Similar scenes have played out since then in other parts of China, according to Taiwanese and Chinese business people I spoke to between early 2015 and the end of 2019. Local branches of the United Front keep tabs on the number of Taiwanese citizens who are in China for education or work, and include details from background checks in their annual reports to CCP leadership. The organization is involved in shaping China’s commercial environment, offering favorable conditions to entice Taiwanese business executives into setting up shop across the strait—a carrot to complement the People’s Liberation Army’s explosive stick. This special attention gives the CCP an opening to call in debts.That happened ahead of last year’s presidential election in Taiwan, when the United Front put pressure on Taiwanese media executives and senior journalists after a series of sponsored “exchanges” with news organizations in China, deploying economic incentives and threats of barring them from the lucrative Chinese market.In the weeks leading up to Taiwan’s presidential election in January, disinformation and propaganda flooded the airwaves, TV programs, and online content, playing up the incumbent Tsai Ing-wen’s friendly ties with the United States and Japan to suggest she was selling out Taiwan. On Facebook, there was a barrage of posts that claimed votes for the opposition’s candidate, who was seen to have China-friendly leanings, would not be counted.While it is difficult to separate disinformation originating from domestic Taiwanese rivalries from interference directed by Beijing, the United Front did organize a conference on how to mobilize on the internet in November 2019—two months before Taiwan voted—covering subjects like “guiding political thought” in cyberspace.One example is the United Front’s partnership with the Cyberspace Administration of China to hire social media influencers and livestreamers who can amplify the party’s message online. In the weeks leading up to Taiwan’s presidential election this year, clusters of Taiwanese models uploaded photos of themselves striking the same pose onto Facebook and Instagram, with similarly worded posts including complaints about social and economic conditions under Tsai’s administration.Despite the disinformation campaigns, Tsai was the eventual winner.In Taiwan Elections, President Tsai Ing-wen Triumphed, and China’s Fake News Failed Get Them When They’re YoungLong before Taiwanese nationals seek employment or reach the age to vote, the United Front already has their eyes on them. Sung Wen-Ti, a visiting fellow at the Australian Center on China in the World, a research institute that is part of the Australian National University, said the United Front operates at all levels of society to “win hearts and minds.” Sung hails from Taiwan, and his research focus covers Taiwanese politics, Chinese elite politics, and U.S.-China-Taiwan relations.Sung pointed to the United Front’s engagements to “court Taiwanese youth,” offering “hospitality, experience, and opportunity” to students of all ages. One example is the Straits Peace Angels initiative, which is co-sponsored by the CCP’s Young Pioneers division and has organizational input from the All-China Federation of Taiwan Compatriots. The program focuses on children aged 7 to 14 who are from Taiwan, and brings them to mainland China for visits where they are paired with children of their own age, in a bid to establish long-term relationships. Its mandate says, “cross-strait friendship ought to start from the babies.”This echoes a statement by Xi in August 2019, when he referenced suggestions made by the CCP’s historians: “Our youngsters should be branded with red since their childhood.”Once programs like the Peace Angels lock in on young children in Taiwan, the United Front is in it for the long haul to shape pro-CCP opinions, forming a pipeline “from school students, grassroots-level community association heads, media and scholars, all the way to senior politicians,” Sung said. Stealing FriendsIn recent years, Taiwan has been losing foreign allies, with nations dialing back diplomatic relations with the island nation to only recognize the People’s Republic of China. Now, only 15 states—dotting Central America, the Caribbean, Polynesia, Micronesia, plus the Holy See—have formal diplomatic ties with Taipei.Even so, the United States remains Taiwan’s most significant backer. Facing an existential crisis in early October because of increasing military aggression from China, the island nation’s legislators urged their Ministry of Foreign Affairs to seek formal recognition from Washington—and gain a real ally that might make Beijing back off. However, knowing that this outcome is virtually impossible, the Kuomintang—which was the CCP’s rival during the Chinese Civil War but has in recent years adopted a Beijing-friendly stance—may be trying to “out-hawk the hawks and do the foreign policy equivalent of virtue signaling” in an attempt to repair its reputation in Taiwan, according to Sung Wen-Ti. By putting forth the proposal to approach Washington, the KMT casts the image that it may now be keeping the CCP at arm’s length.Responding to The Daily Beast’s inquiry about the bipartisan resolution on reaching out to Washington, Taiwanese foreign minister Joseph Wu said his ministry will “seek every opportunity to further enhance bilateral ties with the United States one step at a time.” In September, Wu told France 24 that his island nation is “on the front line defending democracies from being taken over by communist China.”Yet Taiwan’s economy remains intimately intertwined with mainland China’s—and it’s precisely this enmeshment that the United Front relies on to force its way into Taiwanese circles, building upon a presence that was first established decades ago.While a full-on military invasion of Taiwan is a concern, the United Front also occupies significant real estate in the minds of Taiwanese officials. In conversations with me in the past two years, the island nation’s officials and diplomats have stopped short of saying that they seek to decouple Taiwan’s economy from mainland China’s, but the overarching idea is to persuade Taiwanese enterprises to rethink their links with Chinese labor and investment, as well as related business ties, and encourage them to move their operations back to Taiwan. The goal is to limit channels that the United Front can exploit in its long game to lure Taiwanese elites into its spheres of influence. Ethnic BlowbackTo understand the scale and intensity of the United Front’s operations in Taiwan and further afield, and how much leverage it can have over individuals who depend on China’s market forces, an examination of the United Front’s activities within China’s borders—such as its role in the Chinese government’s treatment of Uyghurs—provides a sense of just how far the Front can go and how its every move intertwines with the party leadership’s rosy proclamations.In October, China was elected to the United Nations Human Rights Council, and will maintain its seat from 2021 to 2023. In early October, 39 countries, led by Germany, condemned the Chinese government’s treatment of Uyghurs in Xinjiang, where more than 1 million people are kept in detention camps, which Chinese officials say are vocational training centers. The Australian Strategic Policy Institute (ASPI) also estimates that at least 80,000 Uyghurs from Xinjiang have been subjected to forced labor transfers organized by the Chinese government from 2017 to 2019.ASPI specifically pointed out that a United Front official based in Qingdao, 3,500 km east of Xinjiang, told Uyghur workers at a Korean-owned shoe factory’s night school that they must “strengthen their identification with the state and the nation. The school’s name, the Pomegranate Seed Night School, references a precept from Xi Jinping: “Every ethnic group must tightly bind together like the seeds of a pomegranate.”China has 56 ethnic groups, including the dominant Han-Chinese who make up more than 90 percent of the population. The CCP implements policies to tweak or even erase elements of the cultures of non-Han groups, with the most brutal measures leveled at Tibetans and Uyghurs. Meanwhile, the party’s propagandists paint a picture of harmony and unity—like the many seeds in Xi’s pomegranate. Without the party, the implication runs, how can you thrive and bear fruit?The United Front’s proven track record of incubating influence and managing progress toward the CCP’s long-term objectives makes it the perfect vessel for the party to extend its ideological reach across the globe—close to home in Taiwan and Hong Kong, and crossing into the Chinese diaspora in western Europe and North America. Overseas Chinese include people who fled China during the Cultural Revolution between 1966 and 1976, and Hongkongers who left the city before it was handed back to China in 1997, as well as their offspring. The United Front wants to bring them back into the fold by playing up shared cultural roots, creating one identity, all loyal to the CCP.During a tour of Southeast China last week, the CCP leader said, “An important quality of overseas Chinese is that they love their country, love their roots, love their families... China’s reform and opening up, its development, cannot be separated from the many overseas Chinese whose hearts are tied to their motherland.” Beyond Guns and DiplomacyFor all of Xi and the United Front’s soft-power operations, and their push to get Taiwan to self-identify with China and the CCP as one people, their moves may be backfiring, at least in the short term. Since Taiwan’s election, unfavorable views towards the CCP in Taiwan have been at a peak—and are shifting into new territory with Taipei’s courting of WashingtonWith the U.S. selling more arms to Taiwan than ever before, experts expect to see more incursions by Chinese jets and bombers into Taiwanese airspace, as well as more PLA Navy gunboats hugging the median line in the Taiwan Strait—in what CCP-backed outlet Global Times called “a rehearsal for a Taiwan takeover.” For years, PLA troops have been training in Inner Mongolia to storm the presidential office in Taipei.War would surely be fraught for both sides—which is why Xi might be hoping the United Front’s longstanding influence operations could ultimately persuade Taiwan’s elite to step back from a full-on conflict and move towards China on their own.“Most of the United Front’s work is generally more geared towards indirectly and slowly shifting the general atmosphere,” Sung Wen-Ti said. “To put this in another way, methodologically, the United Front provides conducive conditions to changes, rather than sufficient conditions. Tracing a clear causal channel is often challenging, because for clear causal claims you need both conducive and sufficient conditions to be present, and United Front is only part of the picture.”Despite the recent saber-rattling from both sides, the United Front’s decades-long campaign for the fate of Taiwan may be yielding results. If Biden wins what would the first 100 days of his presidency look like?
If he succeeds in defeating Donald Trump, the Democrat will have to urgently tackle the coronavirus pandemic as well as rebuild global relationshipsIf Joe Biden wins the 2020 US election against Donald Trump next week, the new president-elect will face enormous pressures to implement a laundry list of priorities on a range of issues from foreign policy to the climate crisis, reversing many of the stark changes implemented by his predecessor.But Biden’s first and most pressing task for his first 100 days in the White House would be to roll out a new nationwide plan to fight the coronavirus crisis, which has claimed more than 220,000 lives in the US and infected millions – more than any other country in the world – as well as taking steps to fix the disastrous economic fallout.And, while the new president might be fresh from victory, the moderate Biden will also have to wrangle with his own side – a Democratic party with an increasingly influential liberal wing, hungry for major institutional changes to try to answer some of the most urgent questions over the country’s future.“He basically has to do something historic,” said Saikat Chakrabarti, a Democratic activist and former chief of staff to the progressive New York congresswoman Alexandria Ocasio-Cortez. “He’s being handed a depression, a pandemic, and he’s being elected on a mandate to actually solve this stuff and do something big.”In the best-case scenario for Biden, he would be elected in a landslide, and the Democrats would flip the Senate, taking control of both chambers of Congress. If that happens, Biden and his team could enact their most ambitious plans for a presidency with the same feel as Franklin Delano Roosevelt’s, which saw the sweeping New Deal recovery and relief programs in response to the economic crisis of the 1930s.“In many ways, they’re going to be stepping in the same situation that we stepped in in 2009. But in some ways worse,” said the former Obama administration deputy labor secretary Chris Lu, who ran the 44th president’s transition team in 2008. “We came in during the Great Recession, they’re going to be taking over within a recession as well. They have the added and much more difficult challenge of dealing with a public health crisis as well.”By the time of the inauguration in January 2021, more than 350,000 Americans could have died from coronavirus, according to projections that assume current policies and trajectories are maintained.Biden’s “first order of business” in office would probably be aimed at containing the death toll and addressing the economic damage, said Neera Tanden, who was director of domestic policy for the Obama-Biden presidential campaign, and went on to be senior adviser at the Department of Health and Human Services (DHS).The Biden campaign has proposed a science-led plan that includes a national mask mandate (though local authorities would have the final word on implementation), expanding testing and contact tracing, taking steps to prevent surprise medical billing for Covid treatments, and greater federal financial assistance for struggling families.In Congress, the sense of urgency is on a Covid relief bill that lawmakers have been unable to pass in the past few weeks. While the Democrats have been pushing for a tn package, Republicans have balked at the cost, especially for an expansion of testing.“I think the most important thing is likely to be a legislative package that addresses the virus, and the ability to contain the virus and then responds to the economic pain that the virus has caused,” Tanden said.Throughout his presidential campaign, Biden has shared a list with voters of what he would do if elected president, many items of which would directly reverse the work of the Trump administration. These include re-entering the Paris climate agreement, which the US is set to exit on 4 November, 24 hours after election day. He would also rejoin the 2015 Iran nuclear deal, in which Tehran agreed to limit its nuclear activities in return for the lifting of harsh economic sanctions. And he would also push for an extension of Barack Obama’s Affordable Care Act, which Trump and his allies have repeatedly attempted to dismantle.There’s also a strong expectation that Congress would consider some kind of policing reform package following the summer’s mass protests over the police killing of George Floyd in Minneapolis, although it’s unclear if such proposals could ultimately survive the partisan gridlock and sausage making of the legislative process.And there would be immense pressure for a Biden administration to overhaul the filibuster, an antiquated Senate rule the party out of power has wielded to stall legislation and nominees in the chamber.The destiny of Biden’s first 100 days largely depends on which party controls the House of Representatives and the Senate – and by how many seats. Incoming presidents often bring in a new Senate majority with them. In 1980, Ronald Reagan’s election carried with him 12 Republican Senate victories. In 2004, when George Bush won re-election, Republicans gained five Senate seats. And when Barack Obama was elected president in 2008, Democrats flipped eight Senate seats. Democrats already hold the House, and this year, the party is favorite to pick up somewhere between one and eight Senate seats. If it can add four seats to its tally, or three seats plus the White House, it would give Democrats a slim majority in the chamber.Control of the Senate is crucial for a Biden presidency. Without it, much of his agenda is all but certain to stay in limbo. Biden has said there is a hidden swath of sitting Republican senators open to working with Democrats under a Biden administration. But current senators are a bit more pessimistic.Senator Sherrod Brown, an Ohio Democrat, shrugged when asked if there were more than a handful of Republican senators who could work with Democrats under a Biden presidency.“All I know is we’ve seen 46 and a half spineless Republicans the last four years and however many in the House who have shown no courage in standing up to the most corrupt, divisive president of our lifetime,” Brown said.With or without Democratic control of the Senate, however, the first days of a Biden administration are also likely to see a flurry of executive actions addressing urgent foreign policy issues and undoing actions of the Trump administration.By inauguration day there will be just over two weeks left before the expiration of the New Start treaty, the only arms control agreement to survive the Trump era. If Moscow is willing (and the Russian president, Vladimir Putin, has suggested it is), the treaty can be extended for up to five years by an exchange of diplomatic notes.Senior Democrats also say Biden will move immediately to restore US membership of the World Health Organization (WHO) and resume financial contributions, announce the US is rejoining the Paris climate agreement, and reverse the Trump administration’s travel bans for travelers from Muslim countries.Biden has pledged he will also rejoin the 2015 nuclear deal with Iran, the Joint Comprehensive Programme of Action (JCPOA), though the timing of that will depend on a sequencing agreement with Iran on what Tehran would have to do first to return to full compliance with the JCPOA limits on its nuclear activities.“I think part of what they’re going to be doing is trying to rebuild international order – not to look exactly the same as they used to – but to have once again a focus on international norms, agreements, treaties,” Ben Rhodes, Obama’s closest foreign policy adviser said.“There are a lot of things that can be done off the bat to pick up as best you can pieces of the infrastructure that were in place in 2016. And then there are going to be other areas where you just have to start from scratch as if a hurricane came in and blew everything down.”Rhodes cited combatting disinformation and the threats to democracy as new global priorities where institutions and policies might have to be developed from scratch. The Biden platform calls for the convening of a summit of democracies in his first year in office, in an effort to retake the mantle of “leader of the free world” for the US.There will be pressure from progressives in the party to go beyond a simple reconstitution of the pre-Trump international order, in particular in reassessing US relations with autocratic allies like Saudi Arabia. One option on the table is an early presidential signature on legislation, already agreed by Congress, to curb US support for the Saudi-led war in Yemen.“There’s a whole list of things that Trump has done with executive power that are fairly easy to reverse – basically reinvesting in the UN, the WHO, the Paris climate accord, the JCPOA,” said Matt Duss, Bernie Sanders’ foreign policy adviser. “The question is, how do you take it to the next step and the step after that and begin to move a new agenda.”For months, the liberal wing of the Democratic party and the more establishment wing have existed in relative harmony as they came together around a singular mission: preventing Trump from winning a second term.But tensions are starting to surface over who Biden might fill his cabinet with. Publicly and privately, Democratic groups have polled members, begun strategizing, and offered warning shots on how Biden should staff the leadership of a possible administration.Biden himself has vowed to make it more diverse than any other. Powerful Democratic leaders have also advocated for a Biden administration to include African Americans running agencies other than the Department of Housing and Urban Development or the Department of Transportation.But in terms of ideology, liberal Democrats have begun quietly pushing for progressive champions like the Massachusetts senator Elizabeth Warren, Vermont senator Bernie Sanders or Lael Brainard, a member of the Federal Reserve’s board of governors, to get powerful, high-profile positions. Warren has been mentioned as a potential treasury secretary or attorney general. Sanders is eyeing running the Department of Labor. Brainard too has been mentioned as a possible treasury secretary. Biden is widely expected to bring close allies to the White House if he wins, many of them more centrist than liberal. Ron Klain, Biden’s former chief of staff when he was vice-president in the Obama administration, could return. The Delaware senator Chris Coons, a longtime Biden friend, has been mentioned in foreign policy circles as a possible secretary of state, alongside the former Obama administration national security adviser Susan Rice and the Connecticut senator Chris Murphy, a dark horse. Coons allies circulated a five-page document arguing that he should get the job.Murphy told the Guardian foreign policy was key to fighting the coronavirus.“We ultimately can’t fight this virus or any other virus if we don’t have allies and friends, unless we’re involved in the global vaccine effort, unless we’re building our global public health prevention infrastructure,” Murphy said.Some of the possible appointees are dependent on the outcome of the other 2020 elections. The Alabama senator Doug Jones, a longtime friend of Biden’s and the most endangered Democrat running for re-election, has been mentioned as a possible attorney general. Others have pointed to Warren or Senator Amy Klobuchar, or the former acting attorney general Sally Yates for the post. Biden himself has said he would like to reinstate the civil rights division of the justice department and further embed it in the White House.But Jones told the Guardian that Biden wants him in the Senate.“Joe Biden wants me in the Senate and that’s where he is focused to try to help me and I to try and help him,” Jones said in an interview. “And that’s the goal … because I can best help a Biden administration bring together the kind of coalition that’s going to be necessary to get legislation done,” he said.“That’s the key. Brexit deal within two weeks, predicts Irish minister - but 'it won't be easy'
Brexit negotiations are at their most difficult stage, the president of the European Council warned on Tuesday, as Ireland's foreign minister said a deal could be done within two weeks. "We all know that, in all negotiations, the last and final decisions are the most difficult," Charles Michel, who chairs summits of EU leaders in Brussels, said. "Will we get a deal? I don't know – it will depend on what will be on the table." The former prime minister of Belgium said the two sides were still struggling to bridge differences over fishing, "level playing field" guarantees, especially concerning subsidy law, and the deal's enforcement. "You know what are the most difficult topics, and we are working to try to find solutions on the most difficult topics," he told a group of European newspapers. "It's not possible for me to assess what will happen in the next days or in the next two weeks." The negotiations could fail, Mr Michel warned in Brussels – but in Ireland, Simon Coveney was more optimistic. The foreign minister said a Brexit deal was "likely" in the next 10 days to two weeks but would not be easy, stressing that talks were in a "very serious zone of negotiation". Both sides are targeting mid-November to get the trade deal agreed and blessed by EU leaders at a summit. Puffins and threatened marine life to get post-Brexit boost
Puffins living off the coast of North East England could be given added protection after Brexit by new bylaws to protect English marine sites from destructive fishing practices. The Government has launched a call for evidence on managing five Marine Protected Areas, including Dogger Bank, home to sand eels which provide food for puffins and porpoises, and critically endangered species such as common skate. The largest shallow sandbank in British waters, Dogger Bank has been the subject of a campaign by Greenpeace, who last month dropped boulders in the area to block industrial bottom trawlers. An investigation by the group revealed that last year so-called ‘supertrawlers’ spent the equivalent of 123 days in the UK’s marine protected areas. Campaigners have called for additional protections for all of the UK’s 73 offshore MPAS, which until Brexit were regulated by the EU’s common fisheries policy. Charles Clover of the Blue Marine Society said: “The question is why the government is only consulting on the management of four offshore marine protected areas from Jan 1, not all 73 as it is required to by law?” Aside from Dogger Bank, three other offshore sites have been identified by the Government as priority for conservation, including The Canyons, off the coast of Cornwall, which is home to rare cold water corals. The others are Inner Dowsing off the Lincolnshire coast and South Dorset Marine Conservation Zone, and the government will also look to increase protections over the inshore Studland Bay Marine Conservation Zone which is home to seahorses and seagrass beds. The Marine Management Organisation will now accept evidence from foreign and domestic fishing companies and conservation groups over the extent of protection in the five sites. Environment Secretary, George Eustice said: “Leaving the Common Fisheries Policy will allow us to take action to protect our offshore Marine Protected Areas – and I’m pleased that by using the powers in our landmark Fisheries Bill we will be able to better safeguard precious marine habitats.” But marine conservation groups fear additional protections may be sacrificed in trade negotiations. Commenting on the call for evidence, Jean-Luc Solandt of the Marine Conservation Society said: “Why do we need to consult on the management of these sites again because they were consulted on before when they were designated? They include the same features that they included then.”
